Why is the Nissan Leaf allowed? How will Nissan Leaf users pay for the roads they drive on without oil?

Gas Tax pays for roads. Nissan Leaf users don't have to pay taxes to use the road. Why is this car even allowed?|||For the same reason they allow people to drive bicycles on roads without paying for oil.

This car is allowed because we must get off of our dependence on foreign oil. The Nissan Leaf, and similar vehicles, have the potential to reduce our oil consumption in the US by 20%-30%.

It's the right thing to do for the country and the environment.|||Because it uses 34 kWh per 100 miles which they pay taxes on.
